School-based Curriculums, which are developed independently or that are selected courses for teaching, are established on the basis of our government's education policy, curriculum management policy and curriculum projects. It aims at the students' interests and demands, combining the schools' traditional education methods and advantages, and fully utilizing the school and the communities' curriculum resources. The development and implementation of the School-based Curriculums help to promote students' overall development, teachers' specialized development, the grade of the school, and finally, form the characteristic of a school.The Ministry of Education of the People's Republic of China issued a decree " the Outlines of the Basic Education Curriculum Reform (trial ) " in 2001, which pointed out clearly that, the government must change the over-concentrated course management situation, implement the course management throughout the whole country. And strengthen curriculum's adaptabilities to the specific situations. With the penetrating of the basic education reform, and the gradual nationwide popularization of the new course, primary and middle school face a great urgent task of developing School-based Curriculums. Nevertheless, because of all sorts of reasons in the nation's education structures, the developments are very uneven between primary and middle schools in our country. The imbalances embody on the input of education outlays, the software and hardware facilities for teaching, the teachers' accomplishments, and the students' qualities, which vary between ordinary high schools and major high schools. These characteristics determine that ordinary high schools should adopt the proper ways and strategies on developing School-based Curriculums.Upon relative theory, the author considered the discipline characteristics of the high schools and carried out some researches among some principals, Chinese teachers, students and their parents of some ordinary schools. Through analyzing thedata drawn from the investigations, the article presents a vivid thought and practical and feasible strategies for the development of School-based Curriculums for the Chinese teaching in ordinary high schools.This article firstly discusses some ideas about the development and implementation of the School-based Curriculums through retracing its development history and quoting the relevant literature. Next, through the diagnosis, the article researches the questions, which existed in the development and implementation of the School-based Curriculums in ordinary high schools, and put forward several proposals. The paper also gives explicit elaborations on the high school-based Chinese Curriculums characteristics, the development pattern and procedure. Finally, it makes exhaustive elaborations about the strategies of develop and implement the school-based Chinese curriculums among ordinary high schools from the angles of some principals and Chinese teachers.The ordinary high school School-based Chinese Curriculums is a newly emerging things, and how to develop and implement do not have ready-made patterns and examples, it needs teachers from both elementary and middle schools to explore and summarize unceasingly from the school actual situation,.
