Vocational education has extended in scale and achieved a great deal during the decades. Further reforms in our country have opened a much wider developing space for it, and China's entering of the WTO has especially drawn world attention of moving world manufacturing to the mainland market, which will inevitably bring the change of our domestic manufacturing industry, service industry and relative industries. It will also lay an enormous demand on high talented technicians at the workforce market.Vocational education bears the responsibility of educating millions of qualified workers for our socialist construction. It plays an important role in our economical development, its reform and development affects both the complement of our technical workforce and the improvement of their skills. It impacts the quality of the whole workforce and the solution for the "peasants, rural areas and agriculture" (so called 'three Long') problems. It further influences the realization of the target in the high school stage education.However, a survey of vocational education reveals lots of problems from all sides such as government, society, school and individuals. We have to deal with these urgent problems, we have to speed up and carry on the reform in these areas so as to enhance the improvement with a firm persistence with a scientific developing point of view.This thesis starts a reflection about the reform and development of vocational education:Part One basically introduces our vocational education and summarizes its history, social position and achievements.Part Two indicates that the existing problems are mainly the out-of-time concept of education, the disorder of management system, the irregular investment, the inflexibility of personnel management, the non-fulfillment of teaching reform and the neglect of students' physical and psychological soundness education; and it further analyzes the causes of these problems from different sides.Part Three suggests strategies to solve the problems discussed in Part Two. It emphasizes the change of concept, the importance of the change, the phenomenon of overlapping administrative management be essential in vocational education reform. It encourages the direct control over vocational education resources from the governmentand also multi social investment in running schools, for the support of the latter will improve the teaching and managing condition of vocational schools. Furthermore, the thesis proposes that a whole-staff employment system be applied in strengthening the formation of teaching force, and reinforces new teaching theories and approaches be widely adapted in teaching innovation and reformation with the help of new teaching technology, so as to improve the cultivating quality of the objects and help them to be active in study and healthy in both spirit and physical.
