The research focuses on the question: how to orient the role of agency for educational evaluation? And it has the following significance: firstly, it will help us recognize the function of the agency for educational evaluation in the higher education quality assurance system clearly, secondarily, it will help the agency for educational evaluation develop itself, to exert itself to keep the higher education quality assurance system in good order, and thirdly it will help the Chinese educational administration change concept and position in the higher education quality assurance system and then it will help gradually build the higher education accreditation system with Chinese characteristics.In order to avoid abusive comparison and random learning, the background of origination and development of foreign higher education evaluation agencies is explored in detail in time order. Base on this, it analyse the background of origination and the problems met during the development clearly. After having a series of analyses and demonstration, advises and scheme to solve the problems are discovered.Because of the special background the role of Chinese agencies for educational evaluation are jumbled now. It needs to put all the sides in order badly. So it can develop healthily. It stressed on the property and orientation of the role of the agency for educational evaluation, the role relative to the government, to the colleges and the society. Moreover , it put forward the unique view to form evaluating culture, mainly through the way of vendition.Multiple-methods are adopted in this dissertation, including documentary searches, historical and comparative studies, interviews and so on.
