The Research On Innovation Of Chinese Evaluation Agency Of Higher Education

In order to meet the requirements of developing socialist market economy as well as the reform of government and higher education system in China, we should establish a system of more democratic and scientific management in higher education. Therefore, it is worthy to pay more attention to the studying on agencies of higher education evaluation (AHEE).Except the preface and the conclusion, this thesis includes the following four sections:Firstly, it is about the theoretical research, in which the conception, properties and functions of the AHEE are focused on and a historical reviewing on the AHEE in western countries followed.Secondly, it is about probing in the current condition of Chinese AHEE, in which the main achievements and obstacles and reasons are illustrated: The principal reasons include the following three: somebody's misunderstanding of the AHEE, the incomplete reform of government operation and imperfect legislation.Thirdly, it is about innovating the Chinese AHEE. At one hand, the Chinese government should enforce management and supervision by making the relative laws and building an organization for implementing meta-valuation, and at the other hand, the Chinese AHEE should improve their influences on the society through improving their working quality and justice.Fourthly, it is about comparing two cases, as an illustration: The Institution of Degree & Graduate Education Evaluation of China and the Academic Institution of Management in Guangdong Province.The main conclusions of the research are the following:The origination and evolution of AHEE is caused by the new development of Chinese whole society, especially adjusting the relations among the market, government and universities, in order to prevent the government failure, university failure and market failure.The AHEE in China has developed too slowly to meet the needs of the nationalreform and development. The reasons are people's misunderstanding of the AHEE, the incomplete reform of government operation and imperfect legislation.To conquering these obstacles, at one hand, the Chinese government should deepen its reform on organizational structure and running mechanism and amend the legal system for the sake of supervising the AHEE; at the other hand, the AHEE should improve their quality of working process and supply with fair evaluation judgement.
