Deviation study of the higher educational evaluation is one of the new research fields which associate with the emergence of the educational evaluation. Educational evaluation is a kind of value judgment on the basis of measurements, and the deviation will appear in the process of the educational measurements, it can be said that the deviation is a phenomenon which follows the educational evaluation, it is necessary to research the deviation of the higher educational evaluation, in order to make the evaluation more scientific, objective and fair.On the basis of describing the deviation in the current educational evaluation in China, the author of the dissertation analyzes the reason why the deviation of the higher education evaluation, puts forward the approach and proposal of how to improve the higher educational evaluation. The present paper mainly adopts the research method of the on-the-spot investigation adding to the research technique of the documentary analysis, by investigating the university's teaching and administrative staff, the deviation of the higher education evaluation is researched. Guided by the thought of on-the-spot investigation, the author firstly raises the research assumption about the deviation of the higher education evaluation, and then confirms the assumption through the materials getting from the on-the-spot investigation, finally draws the research conclusion.The author of the paper takes the deviation in the evaluation as a whole, analyses it from the following two aspects: the evaluation system design of higher education and the evaluation implementation process of the higher education, the author finds that from the angle of the evaluation system design, there lies the system deviation; from the perspective of the evaluation implementation process, there exists the accidental deviation. The accidental deviation is related with person's activity. In the evaluation the accidental deviation is the main deviation; therefore, the focus of the study in the paper is the accidental deviation. Moreover, the author also analyzes what causes have led to the deviation of the higher educational evaluation, finally, the author proposes measures to reduce or eliminate the deviation in the evaluation, that is, improving evaluation system, strengthening evaluation supervision and tracing, polishing evaluation target and the method, optimizing the team of experts, ensuring evaluation neutral status, deepening evaluation theoretical research etc. At the same time, the author provides countermeasure and the suggestion to make the higher education evaluation perfect.
