With the economic development and the progress of industrialization and urbanization of our country, a great deal of rural laborers flow to cities and the east coastal areas where economy develops more rapidly, they are called peasant laborers in cities. Many children of peasant laborers in compulsory education ages go into cities together with their parents. Because they haven't census registers of cities, the compulsory education opportunities of peasant laborers' children are to be serious social problems. Although our country and local governments take measures and make policies, also there are many privately owned "Peasant laborers' children schools" in cities, this problem haven't been solved at last.At first, the paper tells the background of the problem of peasant laborers' children's compulsory education, and the problem's developing process and how local governments somewhere are treating. Then the paper elaborates laws and regulations framework interrelated.The paper analyses and elaborates theories interrelated to peasant laborers' children's compulsory education. These theories are including public goods theories, education fair theories, education and human capital theories, education equally development theories, compulsory education finance system theories.Author investigates cases in Suzhou where the government solves the problem of peasant laborers' children's compulsory education, including the cases of "Peasant laborers' children schools" in Suzhou, and the cases of public schools receiving peasant laborers' children in Suzhou. Based on that, author deeply analyses the reasons of which a part of peasant laborers' children can't share equal compulsory education opportunities in cities.Based on investigations below, the paper raises policy suggestions in solving the problem of peasant laborers' children's compulsory education. That is the essential goal of building national public compulsory education systems, realizing compulsory education integration all over our country. Also the paper raises realistic policies and measures facing present situations.Suzhou is a area where economy and society develops more rapidly in our country, so it meets the problem of peasant laborers' children's compulsory education earlier and more seriously . Base on the background of Suzhou , author raises policy suggestions, many other cities can draw lessons from this. The idea of building national public compulsory education systems has creative value.
