| With the acceleration of urbanisation process since the implementation of reform and opening up policy in China, the Chinese society has witnessed a phenomenon of peasant laborers setting up their "own social units-families" on a massive scale, thus a special group-children of the peasant laborers come into birth. Owning to their unregistered residence in the place, the majority of the peasant laborers' children have few chances of receiving education. Though in the recent years the central and local government have formulated respective policies and measures on this issue, the effect has not been seen yet and the problem still remained unresolved. Under such a circumstance, the research on the increase of education chances for peasant laborers' children would seem to be of great value. Furthermore, the current study on the issue of peasant laborers' children education is mainly explicated from the aspects of sociology, pedagogy as well as demography, of which the result is centred on the description of conditions in the specific areas in the form of survey. Therefore, it is of theoretical and realistic significance that the paper aims at providing a new framework of theoretical analysis from the public economics perspective.In the first place, the paper conducts a theoretical analysis on the increase of opportunities for peasant laborers' children to receive education, of which three important questions are raised: the analysis of the current condition, including the extent of their willingness to go to school and ihe provision by the society so as to analyse the gap between the supply and the demand. Secondly, discuss the ways of their more exposure to education, solving the problem of WHO will provide. Thirdly, the basic framework for the increase of their chances of education, including the concrete scheme for the supply and demand module and some necessary preconditions in taking it into effect.The paper suggests that the public commodity characterised in the compusory education, the function of positive externality and narrowing the gap of income determine government is the main body in increasing the education opportunities for the children of peasant laborers. There are many ways government can offer such chances, but setting the influx place and the central government as the principals is the most appropriate way restrained by the current objective condition. In view of the complexity on the issue of education for the peasant laborers' children, it is necessary to change the foundamental thoughts of the government in the influx place, to enhance the connection among governments and departments of various layers, as well as to manage and support effectively the schools attended by the peasant laborers' children so as to ensure the smooth progress under "the two major bodies" model, which would finally help to resolve the problem of lack of educational chances for the peasant laborers' children in a much effective manner. |
