| With the development of economic system reformation and urbanization,the migrant population has seen a considerable increase in recent years.The compulsory education of the migrants’ children has become a serious problem,as the children may have to change their schools frequently and face unfair treatment due to the constant migration of the family.Apart from the need for living and social inclusion,the group also have a strong demand for better education.The solution to the problem is a great challenge of government’s public and social management.This problem is greatly related to the people’s quality and the solidarity of the society,which has a significant influence on the modernization.Aiming to ensure the education rights and fairness,this paper focuses on analyzing a typical project in Qingbaijiang,a district of Chengdu,in the aspect of public administration.To provide a solution,this paper will give suggestions on government’s policy making,financial supply,education infrastructure construction,resource allocation and etc.Base on the definition of migrant laborers’ children and basic education,this paper will combine the education policies of both central and local governments,analyze the problems of children’s education and give suggestions.First of all,referring to the domestic and foreign research of migrant laborers’ children education,this paper gives research background,present the current situation and show the research significance.Secondly,to analyze the overall education situation in Qingbaijiang,the methods of reading literature,case analysis,interviews and comparative analysis are used,which includes education policy,general situation of public education facilities,existing financial guarantee mechanism,resource allocation system and the education of migrant laborers’ children.Furthermore,on the basis of the above,this paper explores the problems of the children and the policy implement by analyzing policies,government and etc.Finally,through analyzing systematic elements,measure elements and resource elements respectively,this paper gives suggestions in terms of the policy formulation and implementation,financial security mechanism and education public facilities construction.This may provide a basis for government decision-making,which may protect these children’s education rights and improves their education quality. |
