National Treatment Of Rural Floating Population And Social Justice Study

Based on holding the basic features of the present national treatment of Chineserural floating population, this thesis analyzes and studies on this problem, applyingthe theories of social justice, scientific development and some other related theories,techniques and measures, combining with the practical experience from home andabroad.Through the research, it is pointed out that the fundamental treatment of the ruralfloating population at the present stage is improved while the imperfection of thenational treatment is still quite a serious problem: 1) the serious imperfection of thelabor working rights in equally entering the labor market;2) the serious deficiency ofbasic growing rights such as education and so on;3) the lack in living rights, socialsecurity as one example;4) the shortness of social organization and rights of opinionexpression. It also analyzes and points out that the imperfection of the rural floatingpopulation's national treatment stands out of the problems we meet in ChineseModernization Construction. And this problem is increasingly noticeable as theacceleration of the process of Building All-round and Well-off Society and of theprocess of Democratization. It does not only further enlarge the gap between standardof living in the city and the countryside, but also the problem related to social stabilityand political development.This article also analyzes the reasons of the problem: 1) system heritage andhistorical debt is the historical reason, i.e., the urban and rural difference caused bythe exploitation towards peasants in order to give priority to the requirement of thefunds for developing heavy industry, and that is also the basic reason. 2) systemobstacle and management discrimination caused by policy tendency is the secondreason. 3) the cognition windage and the cultural collision caused by long timeseclusion between the citizens and villagers is the reason in concept. 4) Finally comesthe reason of the limitation of the peasants. It points out in the essay that the nationaltreatment problem of rural floating population is in essential the problem of nationaltreatment of peasants, with the serious deficiency of social justice as its central part.Moreover, this article gives an analysis and research on the general ideas andconcrete measures of improving the national treatment of rural floating population,drawing on the practical experience from home and abroad: 1) it puts forward theguiding ideology, basic principles and measures, and basic consideration of improvingthe national treatment of rural floating population, and also draws up near-term goaland long-term target to solve the current major problems and that of in depth. 2) Itcomes along with 9 measures referring political democratic rights, economic socialdevelopment and ideological cultural education, etc.To realize the national treatment of the rural floating population is not a temporalproblem, the formation of which is not only caused by the social structure, but also bythe problems of policy and system, thus it would not be solved completely in one day.The government should insist people foremost, considering from the angle ofmaintaining the social equity and facilitate efficiency, proceeding from the strategicapproach of comprehensive, harmonious and sustainable development, taking anactive part in the management and service towards the rural floating population.
