With the speedy development of science and technology and the advancing informationalization of the human society, the competition of attracting talents between nations, regions and enterprises is becoming increasingly fierce. Especially after the entry into WTO, China's economic underdeveloped regions are confronted with unprecedented pressure of talent attracting and torture of talent drain. How to exert its potential advantages, implement talent-attracting strategy with greater force, sharpen its competitive edge to develop its local economy is an important and pressing issue for these regions.This paper aims to find out solutions for the austere reality of lacking talents, being unable to attract local talents and that from other parts of the country in these economic underdeveloped regions. Then the paper points out the countermeasures as follows: building up the new concept of human resources;enhancing the quality of the talents;establishing an environment being able to bring the best minds into full blossom to pool and cultivate talents;providing favorable conditions for talents to start their own business. In the end, the paper analyzes the case of Feixi County as an example of positive analysis and according to the specific complexion of Feixi County, the paper establishes a system of human resources development and management with Feixi County' characteristics for reference.The conclusion of the paper is good to establish an effective system of introducing and keeping human resource of China's economic underdeveloped regions under the situation that all kinds of resources such as capital, material and so on are absent in these regions. It may have reference value for enterprises to develop human resource as well.
