Analysis Of The Difficulties And Countermeasures Of Talent Introduction In Underdeveloped Regions

Since the 18 th people's congress of the communist party of China,the CPC central committee has put forward a series of strategies for strengthening China's economy,including the strategy for strengthening China's economy through talent,quality,culture and maritime development.Among them,talented person is the first resource that each strong country strategy implements smoothly.Only by holding firmly to the "ox nose" of talents,speeding up the reform of the system and mechanism for the development of talents,establishing a platform for them to display their talents,creating favorable conditions and environments,and giving full play to the role of talents at all levels and of all types,can we ensure the smooth implementation of the strategy of building a strong country.From now to 2020 is the decisive period for completing the building of a moderately prosperous society in all respects.Xiangshui county is one of the 12 poverty-stricken counties in Jiangsu province,there are still 14 economically weak villages in provinces and 12 economically weak villages in counties,and over 40,000 low-income households at present.Xiangshui county should vigorously develop the strategy of strengthening the county with talents,to implement the "515" talent introduction plan as an opportunity,improve the policy for attracting talents comprehensively,intensify efforts to attract talents,ascension its results,realize the transformation from "talent depression" to "talent highland" of Xiangshui.The purpose of this paper is to analyze the current situation of talent introduction in Xiangshui County,then combined with the influence of the natural and economic environment of the region on the introduction of talents,finding problems in different links of talent introduction.To provide feasible ideas for improving the effect of talent introduction in underdeveloped areas,this is conform to the actual needs of China's social development and the development of underdeveloped areas.Through the study on the problems and countermeasures of talent introduction in Xiangshui County,it can provide some new ideas for talent introduction in Xiangshui County,and also give some reference to talent introduction in other underdeveloped areas.Based on the current situation of talent introduction in Xiangshui County in recent years,this paper compares the effect of talent introduction in Xiangshui county with that in surrounding counties,And conducted a questionnaire survey among the highly educated staff of government agencies,enterprises and institutions in Xiangshui county,to understand their views on the introduction of talents inXiangshui county work and living environment,so then summarize the actual difficulties of talent introduction in Xiangshui county.In view of the difficulties,this paper systematically analyzes the specific reasons from three aspects: Environment construction of early talent introduction,the introduction links of talents and the introduction tracking service of talents,then combining the theory of talent incentive,knowledge spillover effect and other theories,the paper puts forward corresponding countermeasures to better improve the talent introduction effect in the underdeveloped areas,further promote the upgrading and transformation of the industrial structure in the underdeveloped areas,promote the rapid development of regional economy,and provide assistance for the realization of the overall poverty alleviation of the underdeveloped areas in 2020.
