Since China’s reform and opening up, China’s31administrative area economydevelopment differences expand unceasingly. These differences not only exist betweenprovincials, but also smaller units within the provincial (cities or counties).However, due tothe influence of objective natural factors and subjective development policies formulatedby the government, regional economic development differences become a apparentproblem. For the study of this issue, our scholars have different opinions, the larger thedifferences that exist in terms of factors such as regional economic disparities. Throughoutthe various influence factors, natural resource endowment, economic geographicaladvantage, the macro economic system and human resources factors such as heavyinfluence on coordinated development of regional economy. In the research of Chinesescholars, research on31administrative differences in regional economic development ofour country is in the majority, and in each city or county as the research unit in theprovincial less. This article selects17cities in Shandong province as the research unit,through the analysis of human resource this factor, and then thoroughly study thedifference of human resources is how to affect the17cities in Shandong province regionaldifferences in economic development.At first, this paper comprehensively expounds related to human resource theory, thesystem combed the domestic and foreign scholars in the study of human resources and theinfluencing factors of regional economic development difference and the influence ofhuman resources to regional economic development difference between the progress of thethree aspects. And then uses the standard deviations, weighted variation coefficient andcoefficient and economic location entropy measure, measure separately with the panel datain Shandong province since the reform and opening up the absolute gap and relative gapbetween regions, and the gap between our province’s overall static and dynamiccomparative analysis. Then by using the theory of quantity regression analysis of theinfluence of human resources in our province regional economic differences; And thereasons for the formation of regional economic development gap in our province, from theaspects such as human resources and human resources factors has carried on the thoroughanalysis, using the panel data of quantitative measure of human resource in Shandongregional economic development difference, the influence of the results show that improvethe level of human resources has important effect to regional economic development in our province. Finally, according to the comparative analysis, analysis of human resourcedevelopment in Shandong province is faced with the problem and challenge, to explorehuman resources strategies to promote the development of regional economy.
