The competitions between people and between countries are actually the competitions of their creativity in the age of knowledge-based economy, and the essence of creation is to discover concrete problems and thereafter solve them. However, the college students in our countries are generally short of problem consciousness. Even though some of them pose problems once in a while, there are few challenging problems to be thought out for themselves. Nowadays it is urgent and important to make clear the status for the college students to discover and pose concrete problems, the reason for the status and how to improve the students' ability to discover and pose concrete problems. Therefore the author of the article brings forward some strategies to cultivate their ability to discover and pose concrete problems through practical investigation and literature research on the basis of Basic Psychology, Educational Psychology, social Psychology, Management Psychology and Occurrence Epistemology. These strategies have practical value and theoretical significance for deepening the educational and teaching reform in institutions of higher education and enriching the theoretical research on higher education.It is presented in the study through investigation that the college students in our country lack at large the ability to discover and pose concrete problems for the following reasons: 1. They are wanting in motivation to discover and pose concrete problems;2. They are wanting in "psychological security" and"psychological liberty";3. The poor quality of the teachers can hardly make the students feel confident of asking questions;4. The teaching methods are so stiff as to restrict the students' creative thinking;5. The traditional teaching mode makes the students form the fixed thinking direction of putting ideas from books and leaders first and obeying these ideas blindly so that they are not accustomed to doubting and asking questions;6. They are wanting in good atmosphere for academic research;7. They are wanting in methods, approaches and skills to discover and pose concrete problems;8. They are wanting in personality of creativity.It is also presented in the study that we should set about from the following aspects for enhancing the ability of the students in colleges and universities to discover and pose concrete problems: 1. We should inspire the students' motivation to discover and pose concrete problems so that they really want to ask questions;2. We should set up scene of problems so that they can get the questions to ask;3. We should create relaxed surroundings to make them dare to ask questions;4. We should reform the teaching methods to fully foster their subjective initiative-, 5. We should improve the teachers' teaching operational level so that the students have confidence in asking questions? 6. We should cultivate the students' unique personality;7. We should develop the students' ability to oppugn and make them be skilled in asking questions.
