Problem consciousness and problem-solving have always been one of the focuses in the domain of education and psychologies research all of the world, especially in the reform of current pedagogic. So it is the main achievement to encourage students to put forward questions through the process of instruction. Implement problem instruction in chemistry instruction of high school will redound to cultivate student's problem consciousness and innovative ability. This paper will illuminate the nature of problems and the strategies of implement problem instruction in chemistry instruction of high school.First, this paper defined what is problem and problem instruction. It points out clearly that the problem in problem instruction has properties of complex and program. It can be achieved only through thorough reason and by the aid of special valid program. The scientific problem in scientific epistemology has five characteristics which can help students study by themselves.Second, this paper introduced the historic development and the academic basis of problem instruction. The implementing of problem instruction should based on the theories of psychology, logic, new concept of knowledge, modern study theory, new curriculum idea, and the principles of atman education. It suggested that the implement of problem instruction should obey the principles of atman, thesis and timing.Third, this paper investigates deeply the design method and implement strategies of problem instruction who circled special problem. Combined the practice of chemistry instruction in high school, pointed out the feasibility of implement problem instruction in chemistry instruction of high school by analysis some special cases; educed the sidesteps of design method of implement problem instruction; located the perspective or cut-in points; the instruction process should incarnate open and volatilization. The teacher should construct a circumstance of democracy and adopt various modes to create invigorative scene, in order to encourage the students to bring forward valuable questions and exercise their suspicion ability. It can change the student's thinking character, optimize their knowledge structure, develop their independence and cooperation. It has been verified through the practice that problem instruction can strengthen student's problem consciousness, spur their study interests and meanwhile change teacher's instruction idea.We hope to advance the progress of comprehensive literacy education through this research work of problem instruction, but greater progress of education need all of people's hard effort.
