Study On Hunan Middle And Elementary School Poverty Student Education Salvation System

Nowadays in China, the poverty is at issue with the background of transitional economy. With the ever-escalating social conflicts and problems, this study sets to solve the urgent task in the field of fundamental education, which is to delve on the issue of sponsoring poor students in primary and middle school, appraise the effectiveness of the current sponsoring policy and construct a complete sponsoring system. Thus, theories on educational fairness and investment can be developed while the current education sponsoring policy is put under scrutiny. Moreover, the amendments can be made to the current policy or new policies can be issued to ensure the educational fairness, social stability and development.The study takes the pupils and middle school students from the poor families as the research object, especially focusing on those in the stage of compulsory education. On the basis of a large amount of documents and through probing, practicing, theoretical inquiring as well as problem diagnosing, the research has done a systematic analysis on the present situation, the remaining problems and the reasons of our help on those students during the eleventh "Five-year Plan" of our province. It also points out alternative train of thoughts on helping them as well as the strategies and suggestions, providing consultations for students from the poor families in our province, especially those in the primary and middle school. The thesis holds the view that the problems of sponsoring system on those students mainly exist in the aspects of finance, policy, measure, method and execution. We should improve and better the helping program on them via perfecting laws, consummating the organization ofleadership, establishing effective functional mechanism of the sponsoring system, promoting mutual help, strengthening the construction of the aiding network for those from poor families.
