| The system of planned economy implemented since a long time ago has made the system of free-tuition possible,which made the students free for studing. Since 1994,China has reformed the tuition system for university at a great degree. The reform ended in 1997 with a new mechanism of government funding and money raising through various channels。With the establishment of the economy of socialist market, the economy has developed fast, and the people's living standard has risen, however,there is a difference of income individually due to the imbalance of economic development in China. With the reform of tuition system and more and more enrolment of the students, the proportion of the needy university students is getting bigger and bigger. This issue has become a social issue. In 2007, Premier Wen Jiabao announced in the government work report that the Central Government would set up and complete the system of national scholarship and stipend in common graduate colleges, high professional academies and middle professional schools since the new school year of 2007. The Central Government added the corresponding expenditure from 1.8 billion RMB Yuan the year before to 9.5 billion RMB Yuan. And this figure can be as high as 20 billion RMB Yuan till 2008. The local municipality was also requested to make additional investment. Meanwhile, the national student loan would also be fully implemented to enable the poor family to afford of the tuition and education cost for the future careers. This is a milestone in the process toward equal education after the waiver of the compulsory education costs for rural population. The policy of free education for all normal universities under administration of the Ministry of Education attracted the attention to the needy students in the university. It has been a social concern of all the society to help more and more needy students finish their study.The sponsoring of needy students from families in poverty is important for the healthy and harmonious development of higher education, and the steadiness of the university and society. The Party Committee and the State Council has always been attaching importance to the financial support to the needy students from families in poverty. In the early time after the establishment of the PRC, the stipend was the only form. It has been a long process from a system with scholarship and loan afterwards, till the current comprehensive financial support system with different forms like'award, loan, part-time job offers, stipend and free tuition', together with free education cost for students in the normal universities. There is still room for improvement in this work. The guiding principle of'human orientation'should be further carried out to make the system satisfy the demand of the needy students in a better way. This research describes and analyzes the status quo of the sponsoring system in Shandong Arts and Crafts Academy, explores the current problems and their impact, and makes proposals and suggestions for improvement, by investigating the attitude and understanding of the needy students in the Academy. The purpose of the research is to review the current situation and problems of the sponsoring methods in Shandong Arts and Crafts Academy, and raise possible solutions and actions to reform it and polish it.
