Along with the rapid development of information technology, modern education technology has inserted wings for the soaring of our country's elementary education. Numerous educators in the field of elementary education urgently need set up the modern education technology idea, enhance awareness to modern education technology, learn to apply and develop modern educational technology, so that to promote education educational reform and improve teaching quality. Educational technique ability has already become one of the important contents of teacher education, especially education master's cultivation in the new time. However, the present situation of modern educational technology capacity-building to our educates master is not entirely as desired, some schools' educational technology capacity-building curriculums for education master is seriously far from the practice of teachers' teaching, its pertinence and effect remains to be further enhanced, which urgently needs a suitable teaching material far education master to foster modern educational technology.In order to enhance the applicative capacity and level of primary and secondary school teachers, Ministry of Education promulgated The Educational Technique Ability Standard of Elementary and middle school Teachers (for Trial Implementation) in 2004 (hereinafter called The Standard for short). The Standard becomes the basis of elementary and middle school teachers' educational technique training and inspection in the new century. On this background, we take The Standard as the fundamental basis, and develop public course teaching material which mainly for education master.This article is a summary to the process of design and development of educational technology public class material for education master based on The Standard.The first part is preface, which mainly introduces the origin of research, main method used in the process of research, and the main content would be researched.The second part analyzes the theoretical background in the process of researching and exploring the teaching materials, which contains theories about education master and teaching material design.The third part summarizes teaching material design and aim framework design before exploring, confirms the research direction of teaching material. On the foundationof expounding the desire for teacher major development, discussing The Educational Technique Ability Standard of Elementary and Middle School Teachers (for Trial Implementation),analyzing character of education master, confirming study need of education master, we establish detailed design aim framework of teaching material in this part.After confirming the idea of teaching material design, the fifth part expounds choosing and organizing method of teaching method content, and its train of design thought.The fifth part introduces the train of design thought about this teaching material's teaching support website, in order to extend its service in later period, and support teaching better.The sixth part is the summary of the research. In addition, it points out the shortage of present work and striving direction afterwards.
