Public expenditure on education is a main channel of education outlay, especially inelementary and secondary education which belong to the public. This passage firstly analysesthe government behavior for the educational investment. It proves that the assignation system ofour country's current education management and education finance is imperfect. The mainreason, which causes the insufficient in fun education of our country, is the intergovernmentalfinance and the local government's bias for the education. On the basis of analyzing the funddemand of economic development level and all types of education on our country of period ofwell-off society of comprehensive construction, it compares through world, history andproportion analyze, etc. According to the predict result, the total amount of the input ineducation of our government accounted for the proportion produced at home which should beup to 4.52%in 2020. On the structure index, the rural stage budget of every student should beup to the average level of the whole nation in 2020, and the disparity in stage budge of highschool, the fund of each student should be lessened gradually. At the same time, the financeeducation funds will be reduced progressively at higher education stage, which dropped to40% in 2020 and the finance proportion of education fund input in the compulsory educationand high school state rises to 90 % and 70%. Meanwhile, reducing the distance for educationbudget funds proportion of each student who comes from the primary, junior and seniorschool, and adjusting the structure of the public expenditure on education.At last, this thesis combed the latest polity of public expenditure on education, and did aprospect of dynamics to the public expenditure on education of Chinese government At thesame time, in order to realize the target of the public expenditure on education of Chinesegovernment of 2020, it proposes that we should make and improve our education financialregulation;strengthen the input of education funds and management system in accordancewith the law;set up the rural security mechanism of compulsory education, standardize thespecial transfer payment system of compulsory education;set up the financial mode of highereducation suitable for the national conditions, adjust government's education input structurerationally, and ensure the channel of the input in education of the government smoothly fromlaw and system.
