On the basis of teaching theories, teaching art, and according to the students'cognition, teaching guiders and teachers make certain teaching plan for courses, teaching content, forms of class, teaching means and measures in order to achieve teaching aims at some stage.The basic function of teaching plan is to provide a guidance plan directly for teachers to fulfill their teaching tasks. Meanwhile, teaching plan can help teachers understand tests and control the classes, with them using new teaching theories. Making teaching plan, teachers can fully understand their roles, have a good understanding about the students'position in teaching, improve or develop their teaching theories and make scientific comments on their teaching.Teaching plan plays an important part in class-teaching and the development of teacher. But at present, there exist some problems in the procedures of planning teaching in primary school. According to the analysis of question papers and the rearrangement of special talks and documents, this article is summarized in two aspects about the problems existing in the teaching plan of primary school. First, that the content and form of the teaching plan are the same results from the fact that teaching plan itself has become the management of teaching routine. It is normal for teachers to copy and make up the teaching plan, which just burdens teachers. Second, when teachers are preparing their lessons, they are always neglecting the guiding function of the teaching aim and the pre-analysis. Sometimes, they don't consider the knowledge structure and teaching plan is planned with the purpose of material gain.The reasons why the problems above exist are as follows:First, schools and education administrative department ask teachers to finish their tasks, according to amounts. Second, the development of teachers'education can't keep up with the needs of basic education. Third, continued education more or less pays more attention to the training form. Forth, some teachers misunderstand the new courses and lack spirit of constant improvement. And at the same time, they can't adapt to the changes of their roles. We come up with the following strategies in order to make better teaching plan for class-teaching and the development of teachers and students. First, to analyze the influence on the factor of teaching design.Second to put forward the attempts of reforming administrate mode of teaching design. Last, To put forward to provide teachers the relative training and support to improve the ability of their teaching design.
