The reform of the new curricula intrigues the reform of the management. The headmasters of primary schools will encounter with so many difficulties and challenges in this new situation. Actually, at present, the old model of management has not been demolished, while the new one has not been established. The headmasters and teachers have to shoulder so heavy burdens given by family, governing authorities and society. It becomes the focus of teachers' concerns how to eliminate the difficulties in the headmasters' management and how to establish and improve the new model of management on the basis of new curricula.In the paper, the relevant theories at home and abroad are studied, and interviews and comparative analysis are adopted so that the current situation and problems appeared in the headmasters' management are analyzed in detail. Meanwhile, the causes of these problems are looked into and it comes to the conclusion that the education administrative authorities should change the evaluation and supply enough funds and the headmasters should change and improve the teaching minds, teaching contents, teaching methods and teaching evaluation. The goals of reform of new curricula will be obtained if the two factors above are combined into one body.
