An Analysis Of Current Situation Of Judge Staff In Track And Field And The Study Of Countermeasures For Problems In Hebei Province

With the increasing frequency of the international communication about P.E, the quick improvement of Chinese track and field and the modern track and field's sports games' fast development put forward the job of track and field judge staff a newer and higher demand. The job of track and field judge staff faces a great challenge.In recent years, Hebei province succeeded in holding the track and field competition among China, Japan and Korea, the national track and field championship competition, the primary sports games of the cities, primary competition of Olympic Games and so on. With the increasing numbers of the international track and field competitions held in Hebei province and enlarging scales and the increasing standard of the competitions, the problems existing in the track and field judge staff in Hebei province appears. So it becomes an important task in how to construct a group of track and field judge staff with higher occupational quality and good principles. The thesis has an analysis to the current situation of track and field judge staff in Hebei;finds existing problems through analysis and promotes the countermeasures, which can provide the theatrical basis to promote the fast development of track and field and further development of track and field judge staff.By applying methods of document study, investigation including interview and question paper investigation, and statistics, from the point of macro and micro view, the thesis has a deep exploration to the current situation of track and field judge staff in Hebei province. Through research, the author finds the problems as follows: 1 There has been some problems in selecting and educating track and field judge staff in Hebei province. The numbers of judge staff with national degree are smaller than the numbers in advanced cities, so it is necessary to enlarge the rate of track and field judge staff with international and national degree in Hebei province.2 The management of track and field judge staff needs to be further improved. The track and field judge staff in all the places in Hebei has a weak management, their duty is not clear;not establish and perform the training and test system and not construct it well;can not form a effective management network system. It lacks long— term plan and management target in how to train and use judge staff.3 English levels and the ability to apply the advanced instrument such as computer need to be further improved.4 The chances to go out to have a further education, observation and learning are slim. The communication between track and field judge staff in Hebei province and those in other provinces are small, which limits track and field judge staff in Hebei to know of the newest situation in track and field and to improve self occupation quality. It is also an obstacle to improve the whole level of track and field judge staff in Heibei province.5 The professional arbitrator information provided for judge staff is in shortage. The track and field judge staff can not be provided with enough newspapers, magazines and books and their readings are relatively small.6 Training of judge staff is not enough. No periodical training, so judge staff's activity and occupational ability can not be positively improved, which makes their occupation gradually unfamiliar. This problem limits the development of track and field's occupational level.7 Test systems are not perfect. Not establishing a set of strict periodical test system makes some judges not positive to have a further study once they obtain some titles with certain degrees.All these problems will hinder the further development of track and field career and the level of judge staff.According to existing problems and factors to influence the development of track and field judge staff level in Hebei province, the thesis makes the following suggestions for its fast and healthy development.1 In order to promote the continuous development of track and field level and further improvement of tack and field judge staff's occupation, in order to make large track and field matches in line with the international matches better, in order to increase thenumbers that all levels of national track and field matches held in Hebei province, we should pay more attention to selecting and training every levels of track and field judge staff and improving management of the them, together with RE. teachers and members in P.E. institute as the main strength;enlarge the training strength of track and field judge staff especially young international and national judges.2 Reform the management style of track and field judge staff;perfect various systems of managing track and field judge staff;establish training system of track and field judge staff as soon as possible.3 It should be strengthen in English level and applying advanced instruments such as computer.4 Provide judge staff with more relative books and magazines in usual time;enlarge the judges' vision;make judges grasp new rules and track and field's dynamic situation in time to adapt to continuously developed track and field sports games.5 Strengthen higher institutes' training to judge staff, improve judges' occupation ability.6 Perfect test systems;have the training and test under plan;take part in judges' practice positively;work hard in researches on arbitrator. These are the effective measures to promote continuous improvement of the idea quality and occupation quality of every level of track and field judge staff.The author hopes that this research can attract more people to concern, understand and emphasize track and field judges' occupation;draws upon more persons who are concern about track and field judges' work to make a contribution to improve the whole national level of track and field judge staff and fast development of Chinese track and field.
