Musical education in primary and high schools is a part of the foundational education. It's also an important approach to put quality education into practice. It has the value of cultivating the students' aesthetic feeling, creative thought, community intercourse, culture passing and undertaking. "Whether the national fortune is prosperous or declinational depends on education. And the success or failure of education depends on teachers". The stuff of the primary and high schools' teachers will directly influence the realization of the aim of musical educational. Merging pre-post and after-post education into an organic whole to cultivate the excellent primary and high schools' musical teachers has been the key of developing musical educational quality. Widening the eyeshot, picking numerous virtues from overseas, mastering the situation of the primary and high schools' musical teachers education in advanced countries of the world, comparing with that in our country, and adopting its elite are effective tactic to improve the bad status and enhance the quality in the primary and high schools' musical teacher education in our country.German is not only the county which is one of the first countries to develop teacher education in the world but also the county which is one of the first countries develop school musical education. At the same time, it's also the country which has a relative perfect and advanced teacher educational system in nowadays. This paper adopted the research ways of literate collection, coordination and comparative research. From the general situation of primary and high schools' musical teacher education, pre-post cultivation and its curriculum setting, in active service training after post and teacher qualification authentication, this paper explored the similarities and differences in the primary and high schools' musical teacher education between German and China. It also analyzed their characters and reasons. At last, on the base of using Germany advanced experience for reference, combining the reality of primary and high schools' musical teacher education in our country, it pertinently brought forward some innovative countermeasure for the primary and high schools' musical teacher education. That is to control the quality of student fountain at the entrance, to pay attention to both technicality and normality when pre-post cultivating, to strengthen instructing and teaching ability at the period of practice, to making strict demands on exam system at the exit, to pay attention to actual effect and pertinence when after-post training.
