High test is a mature system that China can acquire a widespread approbation currently selects talent equitably. Though this kind of equity is also relative and limited, it provided a relative and fair principle that "everyone is equal in front of score " under our current economy, social condition of our country. This is one of the most fair selection mechanisms. However it rose quietly from the 1980's. Higher education resources of whole and short of distribution with region of unbalance make these resources fight a war to become unusually horrifying.According to my comparison and interview to high tested emigrant, I put forward the following suggestions: 1. Contract the difference of high test the margin of score line between different places; 2. Enlarge supporting strength to education relative fall behind region foundation; 3. Adjust a higher education resources to distributed, reform household register system ; 4. Weaken the function of " high to test ", and weaken " however educational background doctrine " of using person's unit, emphasize a lifelong education ; 5. Turn a high examination to the reform of the contents deeply, and investigate high test mode to improve; 6. Reform existing high test acceptance policy by using perfect and high test integration; 7. Set up a practiced policy which can solicit students the high school. This thesis analyzes " the emigrant for high test " phenomenon and it related problem, and it can introspect a modern education system for us, promote modem education evaluation system reform, construct harmonious social order, and provide some lessons for our education reform.
