In The Directions for Enhancing and Improving Campus Cultural Construction in Higher Education Institutions jointly issued, in December, 2004, by the State Education Ministry and the Communist Youth League, it is explicitly stated: "Campus culture in higher education institutions is an important section of socialist advanced culture. Enhancing the construction of campus culture is of great significance to boosting the reform and growth of higher education, enhancing college students' education in ideology and politics, and improving the students' comprehensive qualities." Now, with higher education being popularized, the boom of building new campus arises in China. But most new campus are not built on the necessary cultural basis, thus affecting adversely the development of talents. Consequently, the cultural construction in new campus draws wide and increasing concerns, and becomes a problem to be solved in least time.This paper takes as directions Marxism and Leninism, Maozedong thoughts, Deng Xiaoping's theory, and Three Represents and follows the methodology of combining theory with practice, coupled with literature, inquiry and research, seminars and comparisons. Accordingly, the paper examines and studies the campus cultural construction in the phase of popularizing higher education. To make objective the research process, stratified questionnaires are employed randomly when the research is conducted, especially by combining random sampling and comprehensive analysis. In this paper, some concepts relevant to new campus and campus culture are defined and interpreted at first; then, some problems with new campus and campus culture are categorized and analyzed, based on the reinterpretation campus culture, together with the result of questionnaires and interviews with some leaders, teachers and students working and living on new campus. Finally, with reference to some experiences of successful new campus, solutions are given to these problems.
