Education inspection district entails the supervision program implement by the department of education to enforce education inspection district function. Primary and secondary schools within jurisdiction of local department of education are divided into several inspection districts to ensure sufficient level of supervision. In-addition, each supervision districts will be assign with a number of Inspectors, each inspectors are assign with area of responsibility within their responsible schools. Further, Inspectors are also responsible for periodic follow-up inspection, supervision, and promote the implementation of school education policies, behaviors and of quality education.This article aims to systematically study the educational inspection in Fujian province, W county, as an empirical example, to find out the problems in practice, and presents potential policies on how to build standard educational inspection districts. To better illustrate, I will compare educational inspection district system in W county to existing systems in foreign country and giving a clear picture of how educational inspection district system works in its origin.Educational supervision system originate in Western Europe, France was one of the earliest country Europe implemented such program. In1839, British government for the first time appointed state education inspector. Through years of development and improvement, inspector gram reached it first mile stone by1871. In its170years of development, a comprehensive educational inspection system was formed. Many countries such as, United States, France, Germany, adapted the system similar to Britain, by further dividing the system into federal and regional level.. China has long history of educational system; however the modern education inspection system was not established until late1940s. Educational inspection district system was not adopted until the early2000. In year2004, Henan Province, Jiaozhuo City was the first school district that implemented the educational inspection system, seeing it success, by the end of2011, there were25provinces also adopted the educational inspection district system. In the year2012, the national government published a standard "Educational Inspection Policy" to standardize the inspection policies and procedure for the nation. Further, the "Education Inspection Policy" was written in national legislation as a way to enforce and supervise education inspection programs across the nation.This article takes W County as an empirical case study and conducted research and analysis. The county since2010implemented testing sites in various schools within its jurisdiction perimeter, seeing the success in its implementation, W county fully implemented the system across its region as of the2012. The county’s116primary and secondary public schools in general were divided into five major zones, each major zone was further divided into20education inspector zones, every inspector zone has5-7schools and employees20part-time inspectors. In addition, a monthly inspection reporting system was establish to enhance the quality of inspection, on monthly basis, Education inspector are required to conduct analysis, communicate and evaluate information gather during inspection. Education inspector is responsible each semester for school s within its inspection zone at least twice a month. An inspector submits monthly inspection reports to the county supervisors and maintains such document at the department of education. The office of inspection is responsible to prepare on a monthly report and present to the county government, Department of Education and Educational inspection general office. According to the issues identified in the monthly report, office of education inspection is responsibility for identify major issues, tracking issues from it root, to ensure timely resolution of problems.Since the implementation of education inspection program in W County, it strengthen the education supervision functions, promote and transformed the education management methods; enhanced the level of educational supervision, and further enhanced the effectiveness supervision; resolved difficult issues and concerns, improved satisfaction from the community.Since W county inspector of the area of responsibility to implement the system time is not long, still need further accumulation of experience, there are four aspects of the issue need to be improved at least:1. Lack of systematic management system, supervisory depart was part of the education sector management institutions which lacks of independence, the functional position of education supervision zone were vague which restricts inspectors’ability to supervise.2. Division of education inspection area of responsibility was not sufficiently designed. The area of responsibility was too large, the distance between the schools was far, and inspectors were over assigned with tasks. There are kindergartens, high schools and private schools not yet included in the scope of supervision, full coverage of the target has not been achieved.3. Inspector team structure was insufficient, part-time inspectors were consists of majority of team. The average age of inspectors were older, less specialized, less professionally educated, which affects the overall performance of the inspectors.4. The inspection quality and inspection frequency differ greatly across the inspector districts. Common issues identified were the inspectors’lacks of independent thinking, passive supervision among school districts. Moreover, there were lacks of peer review system in place for inspectors. From the result of analysis presented above, list below are areas which can be enhance to improve education inspection program:1. Improve the management structure, set a clear orientation for education inspectors. Explore advices to improve educational supervision from the independent educational institutions and government agency. Provide greater independence and authority to education inspection agency, making it an independent executive oversight branch of education and act as" Education Police" role. At current stage, education inspection district should further clarify its area of responsibility by define functional orientation to supervision, inspection as a means and ways to better identify the needs of the school’s supervision, thus guiding the implementation of effective school.2. Reasonably delegate of the education inspection zone to achieve full coverage of various primary and secondary schools within the zone. In accordance with the geographical environment divided the schools into proper zone to avoid school district fragmentation.3. Implement strict standard in recruiting inspectors, strengthening education district inspector’s team-building. Building Inspectors certification system and tenure, the new education inspector must participate in educational supervision knowledge and other relevant expertise training. Long-term training program of work and the establishment of multi-level, multi-channel, multi-forms of business training system; and employee a mix of middle-aged, and young inspectors, to achieve younger inspectors team; insist on employee more than50%of full-time inspectors, and ensure that the steering team of the stability and professionalism. Insist employing experts, professors from university and other department to act as consultants to guide development of education inspector system.4. Achieve realization of the law, define the responsibilities and duties of inspectors required. Clearly defines responsibility superintendent basic responsibilities, procedures and codes of conduct, so that inspectors understands responsibility "What to Inspect" and "how to inspect".5. Build an institutional framework, improve the institutional system superintendent area of responsibility. Establish and improve the responsibility system of notification of inspectors, working into the school system, filing system, the research system, the results of the use of the system, evaluation system, rotation system, logistics system, the formation of a more mature management mode of operation, in order to better play the inspectors responsibility performance area.
