The paper is on the investigation to the initial bilingual education scale formed Urumqi No.16th, 36th and 46th middle schools' bilingual teachers and the students of the bilingual experimental class, using the education statistical method to carry on the statistics and the analysis on the questionnaires of the teachers and students. Under this condition, mainly utilizing the social linguistics, national pedagogy, educational psychology and other correlated theory, it has carried on the discussion and the research to following questions: Xinjiang ethnic bilingual education development condition, the existing questions of Xinjiang bilingual education , Xinjiang bilingual education teachers situation, the influence of the teachers to the bilingual education quality and so on. For the purpose of facing the current implementation of the bilingual education in my area, the leading role of the teachers in the teaching is the important condition to enhance bilingual education quality. But, comparing with the actual need of ethnic bilingual education career in our Autonomous Region, there is a very big disparity. Because in the implementation of the bilingual education work, the existing questions of the teacher is prominent, which will affect the smooth development of this work inevitably.
