In the recent years, with the constant development and perfection of the socialist market economy, with the enhancement of social political democratic consciousness in China, the traditional control management model can not apply to the needs of the development of the time. Therefore, it's our inevitable choice to use the management experience of developed countries for reference, to establish service administration thought as well as to construct service government. The establishment of service administration thought provides a new model for China's public affair management.Educational administration is one section of the state's public administrations. It is a bridge between government and education of different levels. Educational administration is the extension of functions of government in the field of education. Therefore, the reform of public administration is tightly related to the changes of management models of educational administration. In China, the stereotyped control educational administration in the planned market time can't comply with the reform of governmental management model. It can't go with the needs of the great development of educational affairs and educational industry. Under the guidance of the thought of service administration, the traditional all-included educational administration should change into do-what-should-do model; the traditional controllers and managers of education should change into the new administer and servant; the traditional ordering educational administration should change into servicing and supporting one for the educations of various levels. It's our goal to establish such educational administration theory with service administration as its core, to make it into practice and to construct a type of service-oriented educational administration.Service-oriented educational administration should hold such functional viewpoints as giving up some functions to educational intermediary organizations so as to form the system of governing education by educational administrational organizations, educational entities of various levels and types and the civil society.
