In recent years, the external environment of China's universities is constantly changing——the establishment and development of market economic system, the reform of political system requiring the transformation of government functions and the pressure in the competition of knowledge brought by globalization,and so on. These changes have risen new needs and demands to higher education. The university as the "power station" of producting knowledge and disseminating knowledge must respond to these requirements to discharge its function of serving the society.However, the current management system of our universities exists so many drawbacks that they can not respond to these needs and demands better. As a result, since the 80s of last century, the demands for reforming the university's management system have continuously increased.The reform will involve all aspects of the university's management system, In this paper, we choose the reform of the university's administration as a perspective to think the reform of the university's management system. The content of the article is as follows:The first part outlines the university'administration. Based on the theory of the idea of the university,we argue that the administration in the university's management system should be in the position of service. It serves the university's academic activities.And we also analyse the practical significance of building service-oriented administration in our universites.The second part discusses the problems existing in our universities'current management system and analyses the causes.It points out that there are two most important problems,that is,the long-term turnkey control by the government to universities and the highly administrative management in universitis. The emergence of the first problem have a lot of historical factors,the formation of the second problem is fundamentally caused by the former. And these two problems are causes of a range of other problems,for example, the universities lost their independence, it lacks effective competition among universities, the leadership of the University can not play an effective role;the serious administrative-based and officer-based phenomenon in universities, the overall quality of university's internal management is so bad,ect.In the last part we attempt to give some advices for building the service-oriented administration in our universities in the basis of previous theoretical analysis. First of all,we point out that building the service-oriented administration in our universities should follow the principles of"taking the idea of the university as a guide","academic-based"and"under the guidance of the reforming objective finding the best breakthrough point". Under the guidance of these principles,we further propose two countermeasures.Firstly,the role of the government should be re-positioning exactly——from control to service.Secondly, establishing an internal management system according with the idea of the unversity——the president governs the univesity,the professors manage the academic and the administration provides services.
