Study On Service Oriented Administrative Pattern Of College

Colleges and universities as the carrier of higher education, plays an important role in personnel training and social services. It trains a large number of professional talents for the society, provides continuous power for the progress of science and technology, and promotes the political, economic, cultural and social development.College internal administrative management, as an important link to maintain the normal operation,plays a crucial role in the development of daily scientific research and teaching activities.The quality of college internal administrative management will directly determine the quality of talent training and healthy development of university. With the rapid development of economy and society, the social environment has undergone tremendous changes, the traditional university administration model has not been able to fully meet the needs of the development of University and society. Therefore, how to explore and seek new management ideas and models has become a new trend. Third Plenary Session of the eighteen Central Committee of Communist Party of China passed the decision on deepening the reform decisions on major issues of CPC Central Committee, and the overall requirements of deepening the comprehensive reform in the field of education made the clear direction of education reform and measures, put forward to improve the school internal governance structure.In the dual background, it is quiet significant to adhere to and perfect the president responsibility system under the leadership of the Party committee, and put forward service oriented higher education administrative management mode to promote the administrative management level.To the research on service oriented university administrative management mode, this paper mainly adopts the literature analysis, theoretical analysis, comparative analysis and investigation method etc.The paper takes the public teaching and Research University as the main object of study.Through the research of literature on the scholars, the paper established the idea from the literature to the present situation, and from the problems and reasons to research countermeasure.The thesis is divided into four parts.The first part:introduction.The paper expounds the research background and significance, and research content, the method and framework are outlined. the paper investigated and analyzed by the related literature at home and abroad, summarizes the administrative management of the advantages and disadvantages, establishes the research direction. The second part:the overview of service oriented college administrative management mode.Based on the analysis of the development process of management mode of institutions of higher education administration in our country,the research draws lessons from the United States, Britain and Japan about administrative management mode in colleges.Combined with the theory of new public service, public governance theory and other theories, the service administration model of the type is defined. The article also proposes that the characteristics of service oriented university administrative management mode are the leading of service concept,democracy of decision mechanism, the limited administrative power, emphasizing the participation and cooperation and paying attention to fair and open.Its mainly constituent elements are democratic decision-making mechanism,flat organizational structure, professional service team, efficient service platform and perfect supervision mechanism.The third part:analysis of the current situation of administrative management in Colleges and universities.Through the classification of institutions of higher learning,this article further clarifies the public teaching and Research University as the object of study.And the article on the basis of comparative analysis proposes that the administrative management idea lags behind, administrative functions should be standardized, administrative efficiency needs to be improved and the organization set up remained to be optimized some main problems, and analyzes the causes of the problems lies in the lack of university-running authority,the performance incentive system is not perfect,democratic supervision system is not sound and organizational change is facing greater resistance etc.The fourth part:building a service-oriented administrative management mode of higher education.The article based on the principles of academic standard, different measures from different school,service orientation,high efficiency and symmetry of authority and responsibility.the way of constructing service administrative management mode are put forward from seven aspects.(1) From the independent school level,the paper puts forward the new and open relationship between government, universities and society.(2) From the management concept level,the article puts forward the concept of introduction of service oriented.(3) From the system level,it puts forward to establish democratic decision-making mechanism,effective operation mechanism,timely feedback mechanism and the perfect supervision mechanism etc.(4) From the aspect of organization,the paper puts forward to establish a flattening organizational structure.(5) From the management level,the text puts forward to establish a comprehensive Internet information service platform and the intensification of the entity platform.(6) From the staff level, the article puts forward to establish a high-quality and professional service team.(7) From the performance level,it puts forward to establish the efficiency, effectiveness, economy, fairness oriented performance appraisal system.The basic framework of the service oriented administration mode of colleges and universities is constructed from these seven aspects.The fifth part:conclusion.
