More and more attention has been paid to the training of doctoral students, especially the quality of the training, in response to the increasing demand for outstanding persons with ability. A Doctoral degree dissertation is the major output of student's research activities. Meanwhile, it is also the starting point from which the ideas and original thoughts from the student will be diffused and transformed into the wealth of social science. Not only does the dissertation reflect the student's academic performance but also it serves as a signal of student's attitude towards research, assiduity, and working style. Hence, in this sense, the evaluation of a doctoral degree dissertation is a comprehensive assessment of the candidate's ability. In addition, by accessing the average quality of a group of doctoral students who are from the same institute we can say something about the performance of a particular research institute from which the doctoral students graduate. Due to the fact that mastering research skill is the major target for Master degree students but producing original research output is the major task for Doctoral degree students, this thesis focuses on constructing a quality evaluation index system for military medical doctoral student dissertation. The thesis is thus divided into the following five sections:Section 1: Introduction. Ever since the Sixth National Conference held by the Degree Committee of the State Department in 1985 when the proposal of setting up the evaluation system for degrees at all levels was initiated, the evaluation of research degrees has received tremendous attention. In recent years, however, after being affected by some negative ethos that is present in our society, the academia which should be precise and impartial from most people's point of view has something that are incompatible with its common image. As a result, some cases which were lack of objectivity and impartiality have been observed during the process of dissertations evaluation. Therefore, it is not surprised to see that personal favor rather than pure academic judgment has a major influence during the evaluation process.
