The administration of higher education is an important realm of the public administration. Quality is the lifeline of higher education, and the normative administrative system is the key guarantee of the educational quality. The education of the doctoral graduate students is at the top level of the higher education in our country. Doctoral dissertation directly affects the quality of the degree conferring. The normative system of Reading and Appraisal of Doctoral Dissertation is an important guarantee to supervise the quality of dissertations. With the increasing expansion of the enrolment of the doctoral graduate students, the traditional system of Reading and Appraisal of Doctoral Dissertation can no longer meet the demands of the education development. The institutions authorized for degree-conferring begin to reform the system of Reading and Appraisal of Dissertation for Doctoral degree.This thesis analyses and evaluates the contents and effects of the systematic reform of the Reading and Appraisal of Dissertation for Doctoral degree from the angle of the science of management and higher education in the light of principles and methods of meta-evaluation theory. The thesis first analyses and compares the standards of doctoral dissertation and inside evalution system in our country and the foreign countries, and summarizes their characteristics, then examines the causes, contents and characteristics of the reform of the doctoral dissertation on the basis of the above analysis and comparison taking the reform of the system of Reading and Appraisal of Dissertation for Doctoral degree in the National University of Defense technology as an example. The thesis studies 6267 reading and appraisal results of 533 doctoral candidates in five years since the reform, and takes systematic analyses for the aspects of credibility, validity and effectiveness. From the analysis, the thesis comes to the conclusion that the reformed system of the Reading and Appraisal of Dissertation for Doctoral degree is more reasonable, the workflow more normative, result more impersonal, thus ensures the overall quality of the degree dissertation. However, the current system still has some defects. The thesis finally proposes some suggestion to improve the reading and appraisal system by the means of the optimization of the dissertation evaluation standard, the inovation of the reading and appraisal measure and the standardization of the process of reading and appraisal results.
