China has carried out the higher education system reform since 1990s in order to adapt to economic globalization and market development and synchronize with the international education system. The reform of the higher education system is on the basis of the following action guides, which are co-education, adjustment, cooperation and combination. The essential content is adjustment and combination. The combination is practiced in the domestic universities and colleges. The scale of this combination is the largest one after university readjusts departments in 1952, and has caused attention and argument of all walks of life.Absolutely, university combination is appraised. At the same time, many issues appear with it. With the advancing of university integration, the professionals in the higher education academic circles and management are engaged in researching. Although the content in research is extensive, it is lack of deep thought. Especially there is no systemic research on the human resources development after university combination.DT University is combined with two colleges respectively with more than 50 years history. DT University after combination has realized the great change in scale and level. The author thinks that the key to combine two colleges in real significance and develop quickly is to possess a first-class teachers and high-level management, that is, to develop and manage the human resources in DT University effectively.This dissertation takes DT of higher education as a case, and applies synthetically both the theory and practice of economics, organized behavior study, human resources management. While collecting and consulting many references it makes a systematic study in the necessity of DX and XT combination, the comparison of pre- combination and post-combination, and the existed issues in human resources management after combination by way of theory analysis, comparative analysis and case analysis. At the end of the dissertation, it analyzes the theoretical significance in carrying out human resources management in the view of economics and strategic development. It puts forward the suggestions and counter-measures in integrating human resources, constructing featured organization culture, deepening human affairs system reform, completing management system, reinforcing the university teachers group, and setting up information management system in human affairs of university.
