The paper is on the view of Human capital,it try to explain the problem of High Education System and give the appropriate policy.The research base on New Institutional Theory and Human capital Theory.High education system is difficult to analysis as a complex subsystem of social system. Therefore,the paper focus on The relationship between education and human capital in a longer histoy.The essence of education and high education can be found by the evolution from the division of labor to the division of knowledge.The essence is human capital. Derived from nteraction between education and the division of labor. If the issue of high education is tested by the essence,something is clear. Firstly the division of laboris hidered by the lake of higher vocational education.Secondly,use the analysis of the lack of higher vocational education we can find the ture reason cased the situation is Planned Economic thinking.From reserch Planned Economic thinking on high education we learn the thinking is blocking the division of labor in order to hinder the formation of human capital. Finally, The policy due to the analysis on the issue of high education.should be proposed.Finally,on the view of government, the high education issue we analysis can be solved as follows. Firstly improve the human captial investment is the foundation of reform. Secondly,enhance the reform on the high vocational education.Last but not the least antic-bureaucratic is the key to the high education reform.
