Research On Community Governance Mode Of Ningbo

The function of city basic-level management system reform is more and more obviously during the city modernization process. How to build a city basic-level management mode is an important issue in the economy and society transition period. Introducing the community system and selecting a community governance mode which fit in economy and society development is related with economy and society harmonious development, government function smooth transition, citizen democracy nomocracy consciousness fostering. During the process of community construction nowadays, step by step, community has become a main place of basic-level democracy development, testing field of society management mode seeking and main measure of fostering community consciousness. Therefore, research on community system and mode-selection of community governance is meaningful and valuable. Through the instruction and comparison of the community governance modes of domestic and overseas, this paper summarizes and comments domestic and overseas' researches, gives a whole evaluation on community system and community governance mode. Meanwhile, using the status of Ningbo Haishu District as a sample, suggests to construct a new community governance mode, that is, government-community cooperation governance mode, and gives some proposals on citizen autonomy, citizen participating mechanism and operation under this mode.
