A harmonious society is the aspiration of human being. Harmony itself is the goal of social values worthy of pursuit—order. The procedure of building a harmonious society is a reasonable procedure of constructing the order. Human's life is inseparable from good social order. Social order and social existence are necessary conditions for development. society will lose its foundation for existence without social order, the order of the human society have a basic value.Ideal modern social order should be the order under law. A "fair and just", "stable and orderly" is the basic values target of law . Society is not the rule of law there is no dispute, the rule of law does not exist is not a contradiction society. Once germination contradictions appear they are resolved quickly and well, these can be called good community. The rule of law is not entirely social order controlled by state law, order is not necessarily legal order. The driving force doesn't only come from the rule of law in the nation, but also from the community while social forces can promote the rule of law more fundamental and lasting to some extent. Construction of China's rule of law must reach the subject of real life, return to life and link with China's social life.Grassroots and the masses of autonomy for the first time are put into the political system of Chinese characteristics. Formed by the bottom-up should be focused on for it brings grass-roots social stability in the building of the rule of law a great support. The autonomy of the villagers in the rural areas and urban residents in China autonomy is grass-roots democracy in the two parallel initiatives. With the conscientious attendance of the broad masses of the people and the popularity of self-management, grass-roots social order autonomy will undoubtedly play a major stabilizing role. In promoting the continuous development of modern, urban grass-roots self-government development will be the development of grass-roots mass self-led. The larger society wants a good order, then small communities must have a good order.Our community's neighborhood committee has its own unique characteristics. Many things appropriate relationship between the people's livelihood and grass-roots community's long-term stability. Community's neighborhood committee, the grass-roots democratic self-government organizations, as a base for the work of the load, play a role of an integration of social relations, a solution of social conflicts, coordination of the interests of all parties, and maintaining social stability, is a social good and an original order . It is possible to have social order . Indirectly,as the rights and obligations of residents at the same time it is approaching the edge of the legal rights and interests of the community, so a considerable part of the community's neighborhood committee rule owns the quality of "quasi-law".
