Mathematical double basic teaching is a characteristic of elementary education in our country. It is a fact that students have a good base, but they are lower in creative ability. So mathematical double basic teaching and creativity should be researched together. It must be guiding ideology of future mathematical double basic teaching.In the concrete teaching process we can take the following measures to develop students'creative consciousness.1.Enlarge students'thinking space and time to develop students'creative consciousness.2.Use the tactics of combining knowledge and emotion to develop students'creative consciousness.3.Listen to the questions raised by students'carefully to develop students'creative consciousness.4.Use the research study in the class to develop students creative consciousness.Some advice on creative development in mathematical basic teaching.1.Use double basic teaching as a carrier to develop students'ability of putting questions.2.Develop students'good habit of study in double basic teaching process.3.Teachers must change their thought in education and teaching.4.Teachers should give students more appreciation, less criticism.
