Present Situation And Countermeasures Research On Gansu Higher Education Scale Expansion

The scale problem is one of the common problems of higher education development process in the world, and one of the important and difficult problems in the research on higher education development. It affects the quality guarantee, structure adjusting, effect and profit rising of higher education and so on, so it has the characters of foundation and strategy. Along with the starting of the popularization of Chinese higher education at the end of 20th century, the scale of Gansu higher education expanded quickly, and got good result. But it also caused a series of problems and hidden dangers which became the obstacle to the sustainable development of Gansu higher education. From the present situation and district society development environment, this paper mainly discusses the proper speed, pattern and structure adjusting in the scale expansion of Gansu higher education.This paper consists of five parts. The first part explains the background of this research, does up the documents about this research, carries out the primary problems, contents and methods of the research. The second part makes a historical review of the theory foundation of higher education scale expansion. The third part analyses the present situation, problems and characters of Gansu higher education scale expansion. The fourth part dissects the real society environment of Gansu higher education development from the multi-angles of the level of economy development, economic and industry structure, government invest, needing ability of people to higher education, the higher education of Gansu itself and population. The last part, it gives three aspects of advice. First, on the basis of the synthesis analyzing of the real society environment of Gansu higher education development, this thesis forecasts the moderate scale of Gansu higher education in 5 years, so we can make a harmonious speed between the development of Gansu higher education and economy. Second, according to the locus, experience, gains and loss of higher education development in China and developed countries, it determines proper patterns of Gansu higher education scale expansion. Lastly, on the basis of the strategy distribution of Gansu economy structure in the future, this thesis points out the adjusting strategy of Gansu higher education structure.
