The floating population living in the city is a special community, being farmers registered rurally as well as citizens out of register. Their arduous labor contributing to provincial developments, the differences of welfare implicit in the rural and urban areas displays the great distinction from the citizens. Accordingly the urban children take much priority over those from rural areas. It is the same case in the government-financed kindergartens. Children of floating population living in the city, though having experienced too much in the city, live a distinct life from those registered in the city; living in an unsatisfying environment without much care and being commonly acceptable.The study makes an in-depth scrutiny on the present education for those children with the assistance of quality research methods such as observation and interview, presenting some problems existed in the preschool education of those rural children:1) Education in the urban kindergarten is urbane-children-centered; children from the rural areas are peripherally educated.2) Those children cannot develop frequent relations with others and, on the other hand there is no harmonious spirit atmosphere relevant.3) There lacks stable communication between family and the kindergarten for these children, and thus no compound education effect on the children of floating population.At last some potential steps are proposed as: the whole society should first remove the biases against theses children, offer much assistance and construct mutual respectable, amiable and harmonious atmosphere; as for the family, the parents should establish reasonable concept of education and fulfill regular and frequent communication with their children to establish amiable family; and on the part of the kindergarten, they have the responsibility to realize the impartiality, promote much attention, strengthen the cooperation between family and kindergarten, and construct impartial, tolerant, and harmonious education environment.
