Cartoon culture came to china in the 1980s. It occupied our cultural and entertainment market rapidly afterwards. In the past few years it is even more commonly found on TV, in books and newspapers, on toys and the things we use daily, and in all sorts of game software. It comes to be a new favorite among the young. With the advent of the cartoons, the things can become great fun. So it can bring the young many joys. But at the same time its role of cultural communication is often ignored. The children of today find themselves to be in times of rapid development. As the TV culture and multi-media industry have given them a new horizon, their way of thinking and lifestyles have also undergone great changes. Cartoons, as a kind of cultural arts in times of science and technology, have brought the unique cartoon culture. And the influence of the cartoon culture is no less than that of the game culture.Cartoon culture has great effects on the values of the young. Some new circumstances and problems rise when it comes to the values education of the young. Therefore, the reinforcement of the study of this field can have great significance on the healthy growth and development of the youth. The thesis summarizes the reasons why the young like cartoons and the effects it has on them through questionnaires. Based on the summaries, the author conducts the study. The thesis holds that the cartoon culture has positive and negative effects on the values of the youth. Its newly-born characteristics determined that its mainstream is good. But as some unhealthy contents and pictures have great effects on young people, the thesis focuses on the study of the negative effects on values of the young. Based on these studies, the thesis argues that we should unite schools, families, government and the mass media together to reinforce the cartoon education and management.
