Research On Problems In Financial Management In University Logistics

The national conference of the reform in university logistics was held in Shanghai in 1999. This conference, which re-encouraged the reform in university logistics, was definitely aimed at separating the management of logistic groups from university functions so as to realize full socialization. Based on this aim, a great majority of colleges and universities began to set up their own logistic groups which undertook the job pertaining to university logistics. Such type of logistic group keeps separate accounts, makes its own management decisions, takes full responsibility for its own profits and losses, and develops independently and with self-discipline. As a result of the reform of higher education, logistic group has little relation to corporate-executive companies as well as the teaching organizations in colleges and universities and non-profit organizations. On the one hand, being an essential part of colleges and universities, logistic group ensures that teaching and scientific research is successfully carried out. On the other hand, as its assets belong to colleges and universities, its services are primarily targeted at colleges and universities and its development depends much on colleges and universities. In order to protect the interests of universities together with the teachers and students, colleges and universities also require that the logistic group should obey the underlying notion called "Three Service Policy and Two Education Policy", keep the essence of teaching entity and insist on the management of giving priority to social benefits. Last, being an economical entity, logistic group in colleges and universities keeps separate accounts, makes its own management decisions and operates with enterprise-style management. Therefore it has to practice economy in cost and pursue the greatest economical benefits. The above-mentioned conflicts eventually result in a large number of problems existing in financial management.This paper deals with financial management in university logistics. According to the theory of the management of enterprise and non-profit organizations, the paper carefully examines the situation, problems and reasons of financial management in logistics in high institution and presents the goal, regulations, and mode as well as strategy for coping with financial management in logistics in colleges and universities.
