The paper analyzed and studied the educational question of migrate farmer's children. There are a hundred million and two hundred thousand floating population in our country, the migrate farmer's children following their parents and entering into city have two hundred thousand. The unable to go to school ratio highly extended to 9.3%, near one million of the right age children cant not in time enter school and the scale is enlarging endlessly, their educational question is becoming worse and worse. So selecting migrate farmer's children as studying object, exploring the cause from many sides, finding the solution on migrate farmer's children compulsory education question is indispensable and significant.At first, the paper analyzed the social properties( politic, economy, spirit living condition, character etc) of migrate farmer's children in theory, thoroughly analyzed the systemic environment of classification management about migrate farmer's children compulsory education and the system introduce the influence and sequent to migrate farmer's children education; Secondly, gained the enlightening about solving question of migrate farmer's children compulsory education from the successful mode of foreign compulsory education and put forward the principles and measures of solving migrate farmer's children compulsory education in our country, at last, discussed how to establish the compulsory educational system about migrate farmer's children for solving migrate farmer's children educational difficulty.The whole paper is made up of three parts, which is divided into six chapters. The first part (the first and second chapter) is introduction , investigative actuality and the elementary concepts of the paper. The first chapter is pandect, which summarily narrated migrate farmer's children compulsory education researching actuality, which educed the cause of questions of migrate farmer's children compulsory education and discussion of solving tactic from the investigating datum into school of peasant labor' daughters and sons. The second chapter estimated the quantity of migrate farmer's children, analyzed their social properties, economic characteristics, condition of going to school, manner of going to school, and condition of compulsory education, put forward the problems and difficulty of migrate farmer's children compulsory education. The second part (the third, four, fifth chapter) is the main body of whole paper. The third chapter analyzed the environment of classification system of migrate farmer's children education and the environment of finance and investment of compulsory education. The four chapter make use of the successful experiences to enlighten the developing direction of compulsory education in our country. The fifth chapter discussed the ways and principles of problems of migrate farmer's children compulsory education, which included the idea of harmonious development giving priority to county, the idea of civil education and fair education, the idea of all receiving education, the idea of resolving "agriculture, country, peasant" problems to all-sided build well-to-do society, the principle of law-system, fair, the principle inflowing place answering for, the principle of for running a school government is leading, yet social force is second, the principle of plan as whole, harmonizing and condominium. The third part (the sixth chapter) discussed the countermeasures of healthy development of migrate farmer's children compulsory education in city, put forward the measures of resolving the problem of migrate farmer's children compulsory education in city.The conclusions studied in this paper as follows:(1) The rootstock of problem of migrate farmer's children compulsory education rested with the conflict between increasing strengthening of population society fluid in the course of our nation establishing socialism market economy with lack of education admitting capability and the system cause is important factors leading migrate farmer's children compulsory education to unfair. The causes resulting in above-mentioned problems have many sides. There are not only the existed problem of the reality, but also the problems of education management system. There are not only the problems of city educational finance, but also the problems of idea of governor, as much as the problems of idea of peasant themselves.(2) The duality society structure based on registered permanent residence system, which is separation between city and country, not only involves large numbers of peasants but also endangers their next generation, who can not obtain the coequal legal right of compulsory education with city children.(3) In the time of actual market economy, especially after carrying on innovation of tax and charge step by step in country, the system abuses of grade managing compulsory education is more and more showing. The eighth item of the Compulsory Education Act prescribed: "The district take charge of Compulsory Education by grade management in the leading of central government". The enrollment of school age children is answered for by registered permanent residence, migrate farmer's children who have not the affiux place's registered permanent residence are rejected by the public school in city. This compulsory education management system intersected between item and block is the law basis which city government would not admit migrate farmer's children into public school, not only who can not receive the outflow government's finance allowance, but also not qualify for receiving the inflow management' special treatment. The city education department take charge of local population, but shift off the duty of education of migrate farmer's children.(4) The education problem of migrate farmer's children is not only educational problem, but also come down to education system, finance system, society system, school management system etc. Therefore resolved by bringing the problem of education of migrate farmer's children into collective object of society and economy, fixed national related policy in the form of systematism, begun with the innovation and creation of system, strengthened the executing effect, ensured the educational right of peasant labor' daughters and sons. On the basis of reforming registered permanent residence management system, eliminating city and country duality management system, reverting migrate farmer's equal civil right and ameliorating the puny status of peasant labor, creates new education management system, breaks the bourn of city and country, eliminates discrimination of education, put in practice of all receiving education, promotes the effective fulfilling of national related policy, indeed resolves the problem of education of migrate farmer's children, embodies the fair, integrity and creativity of compulsory education.
