Research On The System Of Safeguarding Of Compulsory Education Of Farmer Laborers' Children

Since the reform and opening up policy, along with the advancement of Chinese urbanization and the adjustment of countryside industrial structure has been speeding up, the large quantities of farmers leave their land, migrate from the countryside to the city. In the present system, they, maintaining their identities as farmers employed in the non- agriculture industry, become well-known farmer laborers in China. With the development of economics, the city farmer laborers have been becoming, which must not be neglected, special large social group. With the fact that massive number farmer laborers migrate to the city, their children also leave their household register hometowns and their convenient education locations for the cities.To solve the problems of the education of farmer laborers' children, the current system must be adjusted and reformed significantly in order to provide the safeguarding of system for the farmer laborers' children. The present corresponding system, laws and regulations are imperfect, which have created the predicament of farmer laborers' children's education. Although the right of farmer laborers' children's education is under the legal protection, it's fuzziness as well as the lack of concrete operation of its policy that make hard for the local authority to manage the education of farmer laborers' children legally, even some city governments which the children flow in by considering current benefit of their cities' development, still have paid less attention on the problems of farmer laborers children's education , which only lead to the partial realization of the laws and regulations of education. All these create a phenomenon that the government of the area where the workers come from and the government of the area that they migrate to shift responsibilities to each other. This article embarking from the present situation of the education of farmer laborers' children, analyzes the causes of the problems, and discusses the problems on the perspectives of theory construction, ideology, the concrete system of safeguarding for the compulsory education of farmer laborers' children.
