At the beginning of the 21st century, China has embraced the prelude of building up a learning society on the basis of initially establishing the educational industry. However, the capital shortage in education is still large, and the individual payment pressure for education grows day by day. Therefore, it is important to research on how to strengthen the individual ability of educational investment and finance, lighten the payment pressure and ensure their rights of life-long education and learning.The thesis has three main parts. First, based on the life-long education and learning demands, the author has expounded the concept of individual educational investment and finance, discussed the identities of educational service (the object of individual educational investment and finance), and analyzed the educational capital allocation in the course of individual educational investment and finance. Second, it has made a compared analyze of education savings systems, student loans systems and education vouchers systems in China and foreign countries. Also it has focused on the main problems in our existing system. Last, it has proposed the idea of individual life-long education accounts system based on the educational bank.The largest advantage of the individual life-long education accounts is life-long, special and united, which can greatly strengthen the ability of individual educational investment and finance. It will give support to satisfy individual learning demand in the learning society of the 21st century. This system will make educational investment and finance step into the e-time. As a result this research has its forward-seeing and creativity.
