With the upcoming of the new era, human resources have been playing an increasingly important role in nation's economy and social development. On the one hand, Institutions of higher learning are the base of talents training. The quality of higher education directly influences its graduates, and vise versa. On the other hand, as scientific research organizations, universities have been producing a great deal of research achievements, which have accelerated the technological development and social transformation. However, the quality and quantity of the research achievements also depend on the quality and ability of university teachers. Therefore, teachers' performance evaluation has become more and more important, by which university teachers' performance can be known in time, measures can be taken to motivate them. While the system of performance evaluation in China falls short of expectation, which restrains the development of our education. So it is very important to find out a more effective performance evaluation method suitable for China.From financial, customers, internal business process, learning and growth, BSC evaluates the performance of the organization, emphasizes its strategic, comprehensiveness and growth. In more than 20 years since its birth, it has rapidly covered all kinds of companies worldwide and has been well—commented. Some non-profit organizations overseas have tried to take advantage of the idea of BSC and have achieved great success. Though, presently in China, BSC is applied mainly in companies, it can also be used to evaluate university teachers because of the common ground on which companies and universities share as organizations.The thesis is composed of seven chapters. Chapter one illustrates the reasons of choosing the topic. It puts forward the creative point of the paper and explains the research method.In chapter two, theories about BSC s content, features and designing ideas are introduced. In addition, BSC and KPI are compared and analyzed.Chapter three clarifies the significance of university teachers' evaluation, looking back on its development process, analyzing its features, present situation and existing problems.In chapter four, the applicability, feasibility and validity of BSC in university teachers' evaluation are analyzed to indicate that BSC can and should become an effective means of evaluating university teachers.In chapter five, based on the specific features of university teachers' evaluation, BSC s four dimensions are exchanged.
