University teachers' studying abroad by public expense is an important strategy of the national talent power. University teachers' studying abroad is also an important means to cultivate excellent teachers and to carry out international cooperation. In recent years, the scale of university teachers' studying abroad is growing, and showing a rapid growth trend, so the service work for this group is of great significance. Research on the university teachers' overseas performance is conducive to understand their overseas performance objectively and furthermore several strong measures can be made to promote the business of the teachers study abroad develop healthily.In order to understand the performance of university teachers who study abroad, this paper mainly does the following work. Firstly, with the guidance of the theory of talent evaluation, and the theory of educational evaluation as well as the theory of measurement and evaluation, information analysis methods are used as the main means, the performance information analysis model of university overseas teachers is constructed. The model includes the research object, the performance evaluation indexes system, the information analysis methods, the empirical research. and the research conclusion, in order to carry out the research on university overseas teachers performance evaluation scientifically and objectively.Secondly, performance output of those teachers is analyzed from group and individual based on objective data and expert negotiation so as to learn teachers' performance level objectively. Thirdly combined with the above research, suggestions to perfect university teachers who studying abroad are made from the nation, the university as well as the university overseas teachers.Research shows that studying abroad of university teachers is helpful to improve their teaching, scientific research and personal growth, but the relevant administration and services provided for them need further advancement. The research suggested that University and the department who in charge of study abroad establish quantization evaluation indexed of government sponsored oversea education. Recommendations were made to administrative institutions of developing performance evaluation policies for government-sponsored teachers studying abroad. University relevant agencies should improve their management and service mechanism for the university teachers studying overseas. University teachers should cherish the opportunity to study abroad, and work hard to enhance their comprehensive quality, as well to make greater contributions to the cause of higher education.The innovations of this paper:(1) It constructs the university teachers' overseas performance analysis model from the perspective of library and information science, and develop the research field about the talent evaluation of library and information science.(2) It proposes targeted administration and service strategies for university teachers who study abroad through empirical analysis of performance level of university teachers studying overseas, which have practical significance for the perfection of the system of university teachers' study abroad.In short, the construction of the performance information analysis model of university teachers' study abroad based on information analysis methods can evaluate the university teachers' overseas performance objectively and effectively. The article can be applied by the researches who carry out similar researches also can be applied by the relevant departments who take delight in improving the work of university teachers study abroad.
