The teacher's continual education is the important method of realizing the development of the teachers' specialization, concerned greatly by society, which determines innovation and development of elementary education is successful or not. However, during the teachers' continual education, on the one hand, the different levels of training school in some regions needs the teacher must have sufficient knowledge, so they think it important to impart the specialization course and the theory of teaching in the teachers' education, and make the teachers' specialization simplify as the knowledge. On the other hand, the school considers the teacher is the tool of educational goals, which emphasizes on the technical ability of the teachers, instead to neglect the fact that the teacher is necessary to grow and develop increasingly, and make the teachers training mechanize, make the teachers become the passive imitator. This inclination is not suit for the whole of request of the innovation of elemental education and the teachers' specialization, also, distort the value, function, and essence, of the teachers' education, press the teachers' originality and zeal, and harmful to the sustained development of the teachers continual education.On the basis of the merits and deficiencies of the presently training ofthe college in Baotou, the research of the model of the "mutual train and reaction" of the teachers' continual education is posed. The research regards the teachers' continual education as the process which cooperates with the educational administrative bodies, educational research department, normal university, college and the teachers. Among the cooperators, the educational administrative bodies play the role of making policy, operating and coordinating; the educational research department is the consultant of making policy and the partner of assessing; the normal university and the teachers' school organize and carry out, which is the training majority of the teachers' continual education, and the teachers is the trained target and majority. There are different merits and deficiencies between the train that is organized by normal university and the teachers' school, which integrate and cooperate to be decided by the merits, functions and essence of the continual education. This article researches and explores the applicational model of the training between the university and the train in school, which organic combine, mutual cooperate, and harmonizing work, and it provides the grounds to the healthy development of the teachers continual education and improve the level of the teachers' specialization.
