21st century is the era regarding change as a major symphony and School-based Management is the production of this era .Under the background of international School-based Management's transformation, In the high school attached to northeast normal university of China, the president stimulates and leads an initiative transformation of School-based Management in order to acquire motivation, to seize the advanced opportunity in innovation as well as to meet the teacher's and student's major development needs.School-based Management regards school as a unit or on the basis of school which conducts management according to the character and needs of school. The School-based Management refers to the change that sponsored by the school itself of which attaching great importance to its features and needs under the principle of the government decentralized, the school develops itself positively. The concerned people get together to make decisions and take part in the management as well as the decision-makers are responsible for their respective duties.School-based Management should be implemented in proper strategies under the direction of scientific ideas. If we want it to be executed successfully. This research has explored that the high school attached to northeast normal university of China has conducted its change strategy, such as School-based Management about human resource and decentralization system, teaching research, course, training, moral education , evaluation and strategy are under the direction of decentralization ideas, multi-targets ideas, based-human ideas, participative management ideas, the learning organizational structure ideas and the spontaneous ideas.The possibilities of schools that obtain the continuous development depend on whether the school is able to build a renewed school through its positive innovation in the field of management. School-based Management focus on the teacher's, student's and school's active development, the enthusiasm to take part in and make its decision. This is also the fundament for spontaneous organization. Thus, the high school attached to northeast normal university of China has built this type of organization gradually through School-based Management.In order to build a harmonic society, we should build a harmonic education and eliminate the unbalanced development among different regions and schools gradually. Thus, we take its advanced experience as an example which gets from the analysis from the superior school's management to inspire and make contribution to under-developed regions and schools, which is the purpose of this research.The research adopts the method of doing research on the single one and the high school attached to northeast normal university of China is a specific objective to analyze the education phenomenon of Scenario management. With the help of some specific means, such as field observation, formal or informal individual interview and collective interview to gather the concerned files to develop "rooted" research.
