A Study On The Research Financing Structure Of The University And Its Efficiency In China

In recent years, the role of market economy promotes the university's self-awareness to awaken and strengthen. Coupled with the system constraints and resource constraints in its development, universities are forced to seek a more efficient allocation of resources. Along with market players entering into the university governance area, how to coordinate the interests of this new pattern for more efficiency and not deviating from the university' basic functions, is an important task of university governance. This paper studies the research financing structures of the public university and its efficiency in China with a conclusion that, research financing mode and research financing ratio both have significant effects on the total research and teaching quality in university. And, the efficiency of the research financing structure is based on the premise of a reasonable design of research financing mode. The paper carries out a discussion on direction and criteria of the university financing structure in China: the university should actively make use of market resources and formulate a system to prevent the danger to university's independent development from the market behavior immediately. "Endogenetic-outsourcing" mode is the developing trend; the government should undertake the responsibility of external regulator in university governance, with good grasp of the "helmsman" role for the management of the external environment and policy support; Enterprises need to envisage the importance of technology in today's competitive markets. In cooperation with the university research through research into the operation of the market, enterprises should take their management and marketing advantages in doing the work of transforming scientific and technological achievements into products. Therefore, the university can truly achieve the efficiency of its research financing structures to serve the original purpose of teaching and research functions, which reflects management's performance requirements.
