Study On Governance Modernization Of China's Public University In-the Analysis Framework Of "Value-structure-function"

University governance system and ability is the significant component of the national governance system and governance ability,and under the background of overall advancing modernization of national governance system and governance capability,the realizing modernization of higher education governance system and capability,especially the construction of university governance system,which accords with the situation of China has become the field of higher education in China is in urgent need to solve the important topic.How to design the system,clear goals and tasks of modern university governance modernization,to reconstruct university and government,university and society,and internal relations,the public service function,strengthen university as soon as possible to establish modern university system,is the focus of the government and the social public problems.Since the founding of new China,especially since the reform and opening in China has experienced a series of university governance reform and exploration,have rnade remarkable achievements,but there is no denying the fact that exist in certain scope,to a certain extent value deviation,appropriate structure,function blocks and other problems and factors,thus to reshape the value,structure optimization,improve function,perfecting the governance environment,governance element,governance pattern,so as to realize the university governance mechanism and the reform of higher education innovation.This paper aims to study analysis framework of "value,structure,function",the traditional analysis of the present situation and problems of university governance,look at the value orientation of university governance system,system structure,function,make theory to explore the modernization of university governance objectives.Based on the governance theory as the logical starting point,according to the theory of structural functionalism and synergy governance as the main tool,interpretation from three dimensions of value,the structure,function and analyzes the present main problems of China's public governance system of colleges and universities,trying to construct the theoretical framework and practical path of university governance modernization,clear the main direction of reform of public colleges and universities in the future.The paper is divided into four sections:the following:The first part is the research foundation,namely the first chapter is the introduction part,mainly expounds research background and significance of the public university governance modernization,carding and closely related to the research results of this study,based on the specific research ideas,methods and thesis structure,this paper points out that the innovation of the paper and the shortage of research.The second part is the analysis framework,namely,the second chapter,defining the concept,through the interpretation of university governance structure functionalism theory discussed the context of the "modernization" of university governance value,the relationship between structure and function of the system.Based on this,constructed the "value,structure,and function analysis framework,from problem and target for below double guide the research of the status quo of China's public universities and countermeasure theory foreshadowing and support.The third part is the current analysis.This paper mainly includes chapters 3 and 4.Demonstrate the logical path of value-structure-function.Third chapter system combing the historical evolution of the Chinese public university governance and results,the fourth chapter from the value,structure,function respectively from three aspects ought to be and reality make analysis and discusses two aspects:first,it ought to be "comb it from criteria,in this likelihood level to objective analysis of the status quo of China's public universities,summarizes the problems.Specifically,management value parts,for example,is in the domestic public university should have its value on the basis of the interpretation,analysis our country university governance value deviation existing in the actual situation,for later to lay a good foundation and puts forward some countermeasures to reshape public universities value.The fourth and fifth chapters use the same research ideas and methods to analyze the standard and current status of the governance structure and function of public universities.The fourth part is the policy proposal.These include chapters 5,6,and 7.This part is mainly based on above analysis about the present situation of the current governance of public university,under the premise of the problem in the university governance,from the value of remodeling,optimize the structure and function improvement three aspects to improve domestic university governance system and the ability of modern concrete policy Suggestions.
