As a part of Chinese history, though it only lasted 38 years —from 1912 to 1949, the Republic of China had undergone the War of Resistance against Japan and twice Revolutionary Civil Wars with the situation of turbulence and separatist warlord regimes, which made the society in the chaos caused by war for a long time. Private higher education was developing step by step under such a background and then entered a relatively thriving period in the modern history. At that time, the government not only valued the development of private universities, but also adopted many vigorous measures to ensure and support it, which promoted the sapid development of private higher education and the improvement of the educational system in this period. Besides, it brought private higher education of modern China into a golden period. During that period, many private colleges and universities were established, which had distinct characters and enjoyed equal popularity with public colleges and universities. This paper analyses the orientation and keynote of policies of private higher education in the Republic Government of China through studying the motivation of the development of private colleges and universities. Based on it, the author summarizes many characteristics of private higher education, which not only had positive aspects, but also had their reactionary aspects. This paper only discusses the positive aspects and analyses the successful experience and failure lesson of policies, combining the development of nowadays' higher education under the background of higher education popularized, and expect to use it as a source of reference for developing private colleges and universities.This paper is consisted of six chapters.The first chapter is the exordium, which briefly explains the background significant of the study, summarizes the domestic study survey...
